turbo vnt works ok, it's not stuck in "open" position , turbo was replaced from a scenic2 same engine 106 hp, vnt actutor is ok opening at -450 mbar. ecu refuses to maintain a low vacuum seting at high revs to decrease the turbo presure.
up.02.11.2019 Problem solved. Faulty turbo pressure converter. Don't buy cheap noname pressure converters or from ebay cheap pressure converters. They are crap.
