The Independent Police Oversight Authority- Ipoa has recommended criminal proceedings against five senior police officers said to have committed murder and other offences. The authority wants police constable Jamal Hussein based in Kasarani arrested and charged for unlawfully torturing a matatu driver in Kasarani. The driver is said to have undergone torture the assault.
