संभल, वाराणसी और अजमेर हर मंदिर-मस्जिद विवाद में मुस्लिम पक्ष की ओर से 1991 के प्लेसेज ऑफ वर्शिप एक्ट का हवाला दिया जाता है. ऐसे में ये सवाल उठता है कि आखिर प्लेसेज ऑफ वर्शिप एक्ट है क्या? दरअसल राम मंदिर आंदोलन की वजह से ही प्लेसेज ऑफ वर्शिप एक्ट अस्तित्व में आया. बात 1991 की है, जब राम मंदिर आंदोलन अपने चरम पर था. देश में हिंदू-मुस्लिम दंगे भड़के हुए थे. उस वक्त तत्कालीन प्रधानमंत्री पी वी नरसिम्हा राव के नेतृत्व वाली कांग्रेस सरकार एक कानून लेकर आई, जिसका नाम है प्लेसेज ऑफ वर्शिप एक्ट.
