Unlike the 1997 scheme, Income Disclosure Scheme (IDS 2016), that converted black money worth around Rs. 65,250 crore into white, was not an 'immunity scheme'. The declarants under this scheme will also have to pay penalty along with the tax on their disclosed income at a flat rate of 45%, fetching around Rs. 29,000 crore that is almost 0.2% of GDP. In 1997 scheme, the effective rate of tax was at a merge less than 10%. So there is actually 'no comparison'.
