The flare draws Colin to the hugger door. If he is standing by the door when you activate the power the door will open and the facehugger will despawn, meaning you are a lot less likely to have to deal with Steve before his scripted drops later in the mission. This is the absolute best RNG movement pattern for Colin, he can be very random so learning his habits important.
