In this video, I show how the fuel door hinge (and fuel door latch) is replaced on a 1998-2000 Volvo S70 and V70. This also applies to 1998-2004 C70 cars. The process is very similar for other P80 Volvos, such as the 1992-1997 Volvo 850 (different part number).
I also advise against using Uro-brand parts. The part the customer supplied for this vehicle was made by Uro, and the rivet inserts did not expand the rivets enough to hold the hinge to the body securely. I replaced the rivet inserts "pegs" with stainless steel sheetmetal screws.
Time needed: About 10 minutes
Tools required: T25 torx, pin punch, hammer.
