While the Community had its roots in economic integration, fundamental rights and shared values have increasingly become a hallmark of the European Union, a point of reference both internally and externally. This has happened gradually over decades through legal texts, jurisprudence and active practice. Increasingly, citizens expect the Union to be a union of rights, and one that protects them. As dramatically shown by the events in Ukraine, this dimension is also present in the perception of the Union around the world, as well as being a central issue in EU enlargements (and candidacies for accession). Internally, the development of rights is also a dynamic at the heart of the political debate. Almost 22 years after the signature of the Charter of Fundamental Rights and 15 years after the creation of the EU's Agency for Fundamental Rights (FRA), this EPRS policy roundtable aims to take stock of the progress achieved so far and to explore the remaining challenges ahead.
