WorkingNation is talking with thought leaders who have been participating in the JFF Horizons conference – a virtual gathering of private, public, and nonprofit leaders and innovators working toward an equitable economic recovery.
Efrem Bycer, manager of Economic Graphic at LinkedIn Learning, works with government agencies, public employment services in particular, to connect the workforce with economic opportunity. By leveraging LinkedIn’s data and platform, Bycer helps policy leaders achieve their workforce development objectives.
Bycer says there is opportunity to provide in-demand skills to workers, while also providing wraparound services. He notes that networking is also a key piece, “For any program to be doing retraining or upskilling and not to have—as a core part of the program—the social capital to get that job, get the reference, get the recommendation is going to fall short of its mission.”
He adds there is also opportunity for employers to give greater voice to their workers.
