MaximsNewsNetwork: 08 November 2010 -- OHCHR: United Nations, Geneva, Switzerland -- Families of victims of disappearances expressed renewed hope for the entry into force of the International Convention for the Protection of All Persons from Enforced Disappearances; so far 19 countries have signed the International Convention for the Protection of All Persons from Enforced Disappearances and only one more country is needed for the convention to be come into force.
This will be followed by the creation of a committee to monitor governments' compliance to the new international legally binding provisions.
Kyung-wha Kang, Deputy United Nations (UN) High Commissioner for Human Rights explained that "as a preventive measure the Convention also requires States to establish stringent safeguards in particular regarding detention and clearly prohibit secret detention."
Elena de Carlotto, president of Grandmothers of Plaza de Mayo in Argentina, spoke of her motivation to cooperate with other victims whose family members have disappeared. Carlotta daughter and grandson had disappeared during the military dictatorship in the country.
Although she believes that her daughter might be dead, she added that "I am also looking for my grandson, a little boy who should be 33 years and I do not know where he is. And that is what gets me involved in the world struggle against the enforced disappearances of persons."
Similarly, Nassera Dutour speaking at a special event to mark 30 years of the UN Working Group on Enforced Disappearances, spoke of her agonizing search for her son who was arrested by the military in Algeria on 30 January 1997.
The UN, the Working Group on Enforced and Involuntary Disappearances, investigating individual cases since it was established 30 years ago has examined more than 50,000 cases of enforced disappearances from some 80 countries.
