Here I take a look at Debian 12 Bookworm with the Budgie Desktop which I have installed on my laptop. The Debian version of Budgie is different from the Ubuntu version in that it does not have a file manager tied to the system. So you can install any file manager you want and it will use that as the default to open your Home folder. Here I am using Caja the file manager from Mate on my desktop. Nautilus, Nemo or Caja work best with Budgie since they are Gnome based. But there may be others that also work since Budgie does not have a default file manager. This is on Debian but the Ubuntu version of Budgie may be different as Nemo may be baked into they system as many Ubuntu software is so you may not be able to remove Nemo. Though you can still install another file manager and use that instead of Nemo. See source. Arch Wiki:
