The Council of Europe would be stronger with two reinforced political assemblies. The Congress is one of the two political assemblies of the Council of Europe. We are the natural partner of the Committee of Ministers and the natural ally of the Parliamentary Assembly to ensure democracy and to experiment social and political innovations at local level. All recent crises and the war in Ukraine have shown the importance of local and regional authorities and therefore the need to involve their political assembly at the Council of Europe more systematically when major decisions are taken by the Organisation: withdrawal of a member / acceptance of a new member in order to give an opinion on the state of local democracy. For better effectiveness of the Council of Europe, the Congress should also be invited to participate in the Joint Committee which coordinates the work of the Committee of Ministers and the Parliamentary Assembly.
