I've put off pulling the turbo for 60,000 miles and 4-5 years. It was a major PITA. My truck sat for 3 months getting body repair and these little vanes rusted onto the posts and wouldn't come free with oven cleaner, WD-40, PB blaster, simple green, and anything else I could squirt in there to try and free them up.
It was rust, not soot that seized them. Specifically on the posts and in the vane post holes.
I cleaned all surfaces with an air die grinder with various scotch-brite bits, then coated all mating surfaces with 1800F anti-seize.
Not sure how to prevent this from happening again long term, but I sure as hell never want to pull the turbo again.
