-No objection certificate to GDS for applying Passport and going abroad
• To apply passport there is no need for any requirement of NOC or other since it is the fundamental right.
• For visiting abroad prior permission is required.
• The Competent authority for all GDS categories is the divisional head not below Group B rank.
• Permission can be denied only in the following circumstances.
• GDS on put off duty
• Pendency of disciplinary proceedings for imposing major penalty involving vigilance angle.
• Pendency of criminal proceedings filed by the Dept.
• Pendency of criminal proceedings on a complaint filed by the private party, the permission may be granted after consulting the concerned authorities.
• Within 21 days it will be granted or denied. If not it will be presumed that there is no objection and NOC has been granted.
• No leave for going abroad should exceed the period of 90 days.
• After the grant of NOC if any case is initiated, the leave granted is cancelled.
• If GDS goes abroad without seeking NOC or in case of failure to resume duty on completion of 90 days , his lien to the post he was holding will be terminated,
• GDS would be liable for a disciplinary action for removal/dismissal.
• He will not be entitled to payment of any exgratia amount.
• The post will be treated as vacant and filled up accordingly.
