You are able to replay chapters to get missing collectibles after you have beaten the game once. This unlocks New Game+ and Chapter Select. However, in order to "save" your collectibles in NG+, you have to clear the entire chapter.

The reward for collecting all Map Fragments is the High-Penetration Sniper Rifle & Burst Handgun.
