The swipe base paint mixture I use for non iridescent paints is 2parts owatrol, 1part paint and 1.5parts water. For iridescent paints its with 2 parts water.
The cell activator was made from 3parts Australian floeteol, 1 part Amsterdam white paint and a splash of water.
