Strategy in short is to go red up to slightly above 30% but not actually flip ideology away from democratic. That enables focuses both for joining the Comintern and getting a wargoal against the UK early. At the same time there is no real need to actually fight any weakening civil war as the USA; which tends to be the case when you actually switch ideology.

With that small maneuver it is possible to join the Comintern and move troops and ships over to Northern Russia (Murmansk). Then with the longest range ships of USN you can naval invade to northern and middle Great Britain, without necessarily facing much resistance. After capturing Britain the USN should also be able to protect an invasion of France, giving good chances to knock out the entire Allies faction and take control of South Georgia. If victory over the Allies is achieved it is more or less possible to just leave the Comintern and wait to join in the German attack against the Soviets in 1941. If both USA and Germany are involved it is very hard for the Soviets to hold off the attack. USA can get Caucasus-Georgia in any peace deal afterwards, completing the achievement with relatively little effort.
