Impeding in Soccer, also known as obstruction, happens when a player does one of three things when an opponent tries to gain possession of the ball.
 
1. Interferes
 
2. Slow downs
 
3. Obstructs an opponent’s movements
 
In soccer, impeding the progress of an opponent can be called if a player is not within "playing distance" of the ball (i.e., 3 feet).
 
However, if a player is within playing distance & able to play the ball (meaning not laying on the ground),
 
The player can legally screen an opponent from the ball, even if they have not yet touched the ball.
 
Also, the player shielding may be fairly shoulder charged by the opponent.

All players have a right to their position on the field of play; being in the way of an opponent is not the same as moving into the way of an opponent. 

When a ball is going out of bounds, the player whose team will get the throw-in is allowed to shield the ball so the opponent can't get a touch as long as they are within 3 feet of the ball.
 
The impeding by foul in soccer is illegal and it can result in an indirect free-kick against the offender and possible a card depending how severe.
 
Said differently, the obstruction foul in soccer is moving into the opponent’s path to obstruct, block, slow down or force a change of direction when the ball is not within playing distance of either player.
 
Impeding an opponent results in an Indirect Free Kick.

The indirect free kick is taken from where the obstruction soccer foul occurred.
 
In soccer, impeding in penalty box also result in an indirect free kick.
