In order to prevent NYPD from committing greater violations, Copwatch Patrol Unit (CPU) is going to expose those officers that are not following the guidelines of the NYPD Patrol Guide.
On October 24, 2014 Mayor Bill de Blasio announced that the NYPD is planning to outfit every officer — all 35,000 of them — with a mobile “handheld device,” or what most of us would refer to as a smartphone. The $160 million technology program, dubbed NYPD Mobility Initiative, will also install 6000 ruggedized tablets into police cars.
This is what taxpayer’s money is used for. These uniform officers seem to be having a great time sharing their smartphone. This does not look like it is job related.
NYPD Patrol Guide: 203-06,
A cellular phone is authorized to be used by members of the service when conducting official Department related business, or on an assigned meal, or as otherwise authorized by competent authority. The cellular phone must be carried in a concealed manner that does not interfere with authorized equipment.
