Cops are familiar with internal investigations and notices of investigations. Even if a deputy or trooper has never been in an IA themselves, the stigma has reached them in one way or another. A law enforcement partner may have received an NOI, a liked boss may have been placed on home duty status. Usually, a total blacklist, whether or not it is intentional, occurs.
