In 1973, the Highlands and Islands Development Board's (HIDB's) focus on its social remit was strengthened putting greater emphasis on the social component of many economic projects, an expanded budget for "non-economic" grants and support for Gaelic were established.
'Two Men of Tiree' was filmed in 1974 demonstrating how the Board had put its social support into practice.
