Baltimore City operates with a strong-mayor style of government, meaning the mayor has more control than the council. That’s also true for the Board of Estimates, Baltimore City’s spending board. Currently, the board is made up of the city council president, comptroller, mayor, and the two of the mayor’s appointees: the director of the Department of Public Works and the city solicitor.
