Marinwood CSD board unaninmously approve a rule change requiring public commentary on government business BEFORE the issue is revealed or the directors make commentary. This joins another rule that the public submit letters BEFORE the agenda is published. This effectively is censorship of the public and illegal under the Brown Act and the First Amendment.
