You should be friendly, yes. Best friends? No. What I mean is, when a new neighbor moves in, be sure to bring them a plant. Get off to a positive start. Then, when you see them in their yards, in their cars, smile and wave...always. That way, if a conflict ever arises, you can deal with it politely. But, I wouldn't be best friends with your neighbors. Because what if you have a falling out? What are you going to do, move? Keep the conversation about small talk. Whatever you do, don't gossip about the other neighbors!
