(24 Oct 1978) United States Secretary of State Cyrus Vance left for Washington after a one-hour stopover in London during which he met with his British counterpart, David Owen. Vance had just come from Moscow where he met with Soviet Foreign Minister Andrei Gromyko, President Leonid Brezhnev and other officials on strategic arms limitation talks (SALT). After their meeting both Gromyko and Vance said they had moved closer to agreement on a historic SALT pact. "We are closer to agreement today than we were at the end of the SALT talks in Washington", Vance told reporters surrounding him and Gromyko at an afternoon luncheon after the meeting.
