Just type in the following command followed by your password to enable or disable the chime in terminal.
Enable Chime: sudo nvram StartupMute=%00
Disable Chime: sudo nvram StartupMute=%01
This is an updated command that works with macOS Catalina on the newer Macs that lost this functionality a couple years ago. The pitch of the chime on the 16" 2019 MacBook Pro does appear to be slightly different (deeper) compared to the older versions of the chime so it seems like this "feature" was intended to be added back into the system but just never made it in.
