Resource Rents and the Soviet Experience
This paper studies the role of resource rents in understanding the impact of the Soviet experiment. Rents are crucial to understanding the Soviet experience. Resource rents enabled the Soviet experiment to persist for longer than otherwise would have been the case, and it permitted allocation decisions that have had persistent effects. Resource rents biased the process of industrialization in the Soviet period. Any evaluation of the Soviet experience must take into account the impact of resource rents.
