After officers patrolling neighborhood associated with gang membership had pulled over vehicle when license plate check revealed that its registration had been suspended for insurance-related violation, and officer, wanting to question passenger on his possible gang affiliation, had asked passenger to get out of the car, officer's patdown of passenger, whom she suspected was armed, did not violate Fourth Amendment's prohibition on unreasonable searches and seizures.
