“Batid po namin na marami sa ating mga kababayan sa iba’t ibang dako ng bansa at dito sa Isabela ang nagsusumikap na malampasan ang hagupit ng anim na sunod-sunod na bagyo.… Sa kabila ng sunod-sunod na kalamidad, hindi po namin nakakalimutan ang aming prayoridad na maiahon sa kahirapan ang ating mga kababayan, lalo na ang ating mga magsasaka,” conveyed President Ferdinand R. Marcos Jr. in reaffirming the Administration’s unyielding commitment to empower the agriculture sector and uplift the lives of all farmers and their families.
The President made these remarks when he joined the Department of Agrarian Reform (DAR) in distributing Certificates of Condonation with Release of Mortgage (CoCRoMs) and Certificates of Land Ownership Award (CLOAs) to agrarian reform beneficiaries (ARBs) in the Province of Isabela.
By virtue of Republic Act (R.A.) No. 11953 or the New Agrarian Emancipation Act (NAEA) – that condones all loans, including interests, penalties and surcharges incurred by ARBs from land awarded under Presidential Decree (PD) 27, R.A. No. 6657 and R.A. No. 9700 — the government assumed PhP1,152,916,073.00 worth of debt from 21,496 ARBs in the Province.
Meanwhile, 456 CLOAs and electronic titles for the SPLIT (Support to Parcelization of Lands for Individual Titling) Project were distributed during the event, benefitting around 346 ARBs.
“Ang COCROM po at CLOA na inyong matatanggap ay biyayang may kalakip na responsibilidad — responsibilidad na pangalagaan at pagyamanin ang lupang ito para sa inyong pamilya at pamayanan. Hindi dito nagtatapos ang ating mga hakbang upang mapalago ang agrikultura at mapaginhawa ang buhay ng mga magsasaka sa bawat sulok ng Pilipinas,” he continued, sharing other government initiatives that will ensure the farmers’ preparedness in times of crisis and calamities, as well as measures in modernizing agriculture.
“Napakahalaga po ng papel na ginagampanan sa pagsulong ng ating agrikultura, pagsiguro ng ating pagkain ang bawat hapag-kainan at pagpapaunlad para sa ating kinabukasan. Nandito po ang pambansang pamahalaan, katulong ang lokal na pamahalaan, upang humanap ng mga solusyon sa mga hamon [na] inyong kinakaharap,” President Marcos Jr. ended in his message.
