Update:
It appears (i cant prove it) that windows broke something in their recent updates (2004 build and up). Best advice I can give is revert (roll back) windows to a pre-2004 build and then try installing the USB driver,, and turning off windows update.

Update 2:
Microsoft admits that the 2004 Update broke the drivers. It took me 6 1/2 Hours on support to get this answer. See it on my twitter here:

Update 3:
Seems the drivers work again (supposedly, i got a friend to verify it works for him again).
I no longer own the 360, I upgraded to Xbox one wireless W/ official adapter.
I updated the download link to an archive copy on my google drive since MS has removed it completely from their website in an attempt to kill support/usage once and for all.
