Hi! In this video I show you where to find an owl to get the required owl feather for crafting the homing tomahawk. This shows a consistent location by Riggs Station for finding the owl perched.

UPDATE: I re-tested this today, May 28 2021, and it still works. If he is not there at 9PM keep waiting. He was there at 10PM on my latest test of this but indeed this location is still valid.
