Navalis Construction Services has nearly completed the construction of a 3.2 MW landfill gas to power generating station located at the Steuben County Landfill in the Town of Bath.
The project cost approximately $7.6 million to build and was financed by a $1 million grant from the Rural Utilities Services, USDA under the High Energy Cost Communities Grant Program and a $5.6 million, Clean and Renewable Energy Bond (CREB). The CREB is a low interest loan that is available by the IRS for rural electric cooperative and governmental agencies. All approvals have been obtained.
The financial benefits of the power plant are based on selling the power into the New York power grid. Over 92% of the financial benefits will remain in Steuben County. The remainder will benefit SREC's members in Schuyler, Chautauqua, and Cattaraugus counties.
During the past year and a half, the County has improved the gas recovery system at the landfill to increase the amount of gas recovered for use by the power plant. The recovery and use of this gas for power production will significantly reduce the environmental impact of the landfill. The methane is a potent greenhouse gas and when recovered and burned in a flair or power plant it's effect is reduced by 95%. Use of the gas in the power plant further reduces environmental effects by reducing the need for coal generation.
