Victoria's hotel quarantine inquiry has laid out how the program should be delivered when international travellers are allowed to return to Victoria.

Amont the 69 recommendations, requiring police to be a constant presence in the hotels, and expert training for staff there.
The interim report also says home quarantine could be allowed, but participants may be forced to wear ankle monitors to make sure theyre doing the right thing.
