I'm not sure if you have to go Necrolord here - more dps means less sinseekers.
You need the craven stratagem legendary for the dispel.
Also, I went single target in order to shorten phase 2.

In phase 1, sinseekers will already hurt a lot. You aren't in a hurry, so keep cooldowns for phase 2.

In phase 2, you have to grab aggro on the add and feign death every rip soul. If the boss gets +200% damage, you wipe.
Deal with the adds by trapping one, then the other on cd, in order to stack the vulnerability. Ignore them until phase 3.
Finally, the sinseekers will give the boss stacks (3 times +25% damage). This means you need defensives/heals on successive sinseekers. You also have to kill the boss before you run out of defensives.

One the second dog is dead, kill the shades one by one. Their damage taken increase will heal a lot with leech.
Then finish the fight.
Just beware : the boss will cast a sinseeker as soon as he enters phase 4. So he can chain two of them. Make sure your turtle is up for the transition.
