These gauntlets were recently added with the newest patch update and the story goes the developers were unaware of Scourge having been in past lore (Battlespire) in which it banishes all Daedra that dare wield it. So they added the gauntlets to go along with the lore explaining it as the reason the Valkyn Gatanas could hold and wield Scourge being a Daedra and all. In any case they increase Magic Resistance by 25% and you may have to go into the creation club itself and hit the update all button for these to appear.
