Sacramento's city council passed a $1.6 billion budget on Tuesday that closes a $66 million deficit and avoids job layoffs. However, that is only part of the potential job cut story. Before a divided 7-2 vote to pass the budget, Council Member Lisa Kaplan spoke about the real possibility that job cuts or layoffs are coming in the future.
