"Bird observatory" is a way of saying a place where birds are studied: where they are trapped, tagged and released. The study of bird movements by 'banding' or 'ringing' is a tradition that dates back to a Dutch school-teacher Hans Christian Cornelius Mortensen in 1899. If we didn't have bird banding, we wouldn't much about the way birds move between continents. We probably wouldn't have a Ramsar Convention, one of the earliest agreements where countries work together to protected wetlands (the convention recognises the importance of water-based ecosystems as a basic human right). If we didn't understand that, we may not have the knowledge to conserve places like Roebuck Bay, on whose shores the Broome Bird Observatory exists.
