SOLUTION:
Car in the video is 2008 Skoda superb with 2.0 TDI PD BSS engine.
Cold start problems started in autumn, when temperatures droped. I figuerd, that if the car was parked on a slope, with nose facing down, then it could stay that way for days and start without any problems. If the car was left with rear facing down, it was almost impossible to start it. And another thing, lower the fuel level in the tank was, bigger the starting problems were. The same was with outside temperature. In summertime I had almost no problems.
I read countless forums, talked to specialist and "specialists", they all advised me to change glow plugs, fuel tank pump, engine head and all sorts of very expensive things.
Finally I found a mechanic, who gave me a 100% accurate advice: injector seals O-rings had to be changed. I bought original bosch seals, set for 4 injectors was about 60€ at the retailer and I paid 70€ for replacement to the local mechanic. The engine is working flawless since then.
I was told that this goes for all 1.9 and 2.0 TDI PD engines with these simptoms.
