"We have been having talks for the transfer to democracy, to bring change to the people of Pakistan who are fed up with the rise of extremism and the neglect of their own economic issues. Those talks have stalled. The steps that we believe to be necessary for a transition to democracy before the presidential elections, have not taken place. The regime is willing to consider immunity for all political leaders and public servants who have not been proved guilty and there's a ten year limitation, but they are not willing to lift the ban on a twice elected prime minister, contesting office for a third time and we feel, that unless that is done, it gives an unfair advantage to the religious parties and to the present ruling party."

"Most probably."

"I think that the resignation of the Pakistan People's Party MPs will be a severe blow to the legitimacy to the presidential elections. We don't want to resign. We don't want to take the step but certainly we are being pushed into taking the step by the inability of the present regime to move towards the democratisation of Pakistan."

"I still plan to go back, I did want to see the forces of moderation and democracy come together, and despite much public criticism my party entered into negotiations for a transition to democracy, but we feel there has been a lack of flexibility shown by the regime and we are unconvinced that the elections that are going to be held are going to be fair and give a level of playing field to everyone."

STORYLINE
Former Pakistan Prime Minister Benazir Bhutto on Wednesday vowed to inflict a "severe blow" to the re-election plans of current president, General Pervez Musharraf, by quitting parliament unless he yielded in stalled power-sharing talks.
She accused Musharraf of stalling the talks by refusing to create a "level playing field" for free and fair parliamentary elections.
Bhutto said Musharraf's intransigence had pushed her Pakistan People's Party to the brink of joining other opposition groups in pulling their lawmakers from parliament to undercut the validity of the vote.
"Most probably today or tomorrow we will resign," she told reporters in London, where party leaders were holding a crisis meeting.
"I think the resignation of the Pakistan People's Party will be a severe blow to the legitimacy of the presidential election," she added.
Bhutto led the government twice between 1988 and 1996 but fell both times amid allegations of corruption and misrule.
