The top two US pet retailers, Petco and PetSmart, aren't currently selling any aquariums under 1 gal. Why should other large pet retailers like Chewy still sell under 1 gal betta kits? Chewy still sells the Aqueon Betta Falls Kit (0.7 gal/fish) (in video) and the Penn-Plax Desktop Aquaterrium (1.56 /0.94 / 0.75 gal per fish)
