Electric Vehicle home chargers are basically fancy plug points. The permission you need from the housing society is essentially for the drilling needed to mount the plug point, and the wiring up to the meter. Manufacturers will usually help you with documentation etc required to convince the society office. With car chargers, it's worthwhile to check the load rating of the charger and that of your home. If the charger is too powerful, you will have to get the electricity supply company to raise the load rating which costs money and needs to be accounted for.
