At the South-South Exchange Conference on "Integrating Social Policies and the Delivery of the Social Protection Floor" organized by the ILO and the Royal Government of Cambodia in May 2013, Mr Anil Swarup from the Ministry of Labour and Employment in India, elaborated on the the database and smart card system of India's national health insurance scheme or Rashtriya Swasthya Bima Yojna. RSBY uses a smart card for identification, and is a cashless and paperless scheme. It was designed for beneficiaries who could not pay cash to healthcare providers, and who were illiterate and found it difficult to undertake documentation.
