**About Mexico: The legal situation in Mexico dramatically changed in late 2021 with a Supreme Court decision. Surrogacy is now supported there, and Intended parents can be named on the birth certificate following a parentage order (that can be done during the pregnancy). **About Ukraine: Since the Russian military seems to have abandoned Kiev, the IVF clinics in that city have started to reopen. Some surrogacy programs in the area are also restarting. I have some clients who want to continue in Ukraine, while others are moving embryos out of the country to programs in Mexico. My own local partner is reformulating a Kiev program with well-established partner clinics.
Clients are continuing in Ukraine often because they have embryos there (and it's complicated/expensive to move them abroad) or they want to support the population by hiring a local surrogate. The legal framework is still among the most secure in the world. Surrogates are eager to start in the Western part of the country, far away from any conflict zones.
Not all surrogacy programs are created equal. There are secure and easy Commercial surrogacy programs, legally supported in the United States or Eastern Europe. There are “Altruistic” programs that offer ethical options for qualifying couples in various countries. And there are inexpensive unregulated programs in developing countries without legal protections. Surrogacy in the United States Child Sensible Surrogacy recommends only programs in countries with a secure legal framework supporting your surrogacy contract. While we can advise on every available option — that doesn’t mean that we recommend every option. We believe you should understand the benefits and drawbacks inherent in every surrogacy destination before you can make an informed and secure choice about your reproductive rights.
