As noted in the video, if you're serious about more CPU performance, don't buy a better cooler until you've bought the best CPU in a given line, in this case, the 2700X:

Note: Yes a 240mm or 280mm Liquid Cooler will allow for manual overclocking, I was able to obtain a stable 4.2GHz at 1.35v on the CM ML 240 providing a Cinebench R15 score of 1441.
It was not stable at any voltage at 4.3GHz on that cooler. A 280mm cooler might be stable at 4.3GHz, but that is crazy money to spend on a mid-range CPU.
If you're pushing for "The Best", a 280mm or 360mm Liquid Cooler is worth considering for the R7 2700X.
