The November 7th update to Guild Wars 2 did a thorough shake up of the playstyle of power Reaper by giving it more damage but cutting down the sustain significantly. While it is still considerably weaker than Scourge in many respects, it is a lot more fun to play Power Reaper. Wins take work and all the more satisfying.

This video covers a lot of different types of scenarios - ranging from teamfights, surviving ganks, fighting 1v1 and ofcourse dealing with Scourge.
