Proposition 21 expands local governments' authority to enact rent control on residential. California has a housing shortage and a homeless population that is growing. There is also a shortage of affordable housing. This is the second time these issues have been placed before voters in as many years.

A "YES" Vote means CA cities and counties to apply more types of rent control to more properties.

A "NO" Vote means State law would maintain current limits on rent control.
