It works!...kinda... It definitely has the same ability as the other pens to make life easier when it comes to taming vultures, and to keep you safer (assuming you can draw them somewhere safe), but it is a little bit unreliable at times because of the back and forth movement of the Quetzal. It's nice to be able to potentially pull the vultures somewhere really safe though!
