위안부합의 검토TF "피해자의견 충분히 수렴안했다" 결론
'Final and irreversible' was the phrase used in the 2015 Seoul-Tokyo agreement meant to resolve the issue of Japanese wartime sexual enslavement of Korean women.
But the deal's credibility has been undermined after a special task force launched by the Moon administration released the results of its review on the agreement today, strongly criticizing it and revealing previously unconfirmed secret agreements made between the two governments.
Kwon Jang-ho has this report.
Seoul's foreign ministry released on Wednesday the results of a special task force's review into the controversial 'comfort women' agreement reached by South Korea and Japan in 2015.
And as hinted by the foreign minister the previous day, the review was strongly critical of the deal.
One of its main conclusions was that there was too little communication with the victims themselves, for which the foreign minister apologized on behalf of the previous Park Geun-hye administration.

"The fact that a victim-centered approach was not sufficiently taken to resolve this human rights issue has caused heartache to the victims, their families and the wider public who have supported them. And as foreign minister, I find it regretful and unfortunate."

The review also confirmed that some of the agreements between Seoul and Tokyo had been kept hidden, including additional details on dealing with the press, Korean civic groups and the memorial statues dedicated to the victims.
The statues have been one of the most contentious aspects of this issue, with Japan making strong calls for Korea to remove them.
Although publically Seoul said it was not within their jurisdiction to remove it, the undisclosed agreement again had Tokyo stress that Seoul take steps towards getting rid of the statues.
However, despite the task force's criticisms of the agreement, Seoul has not confirmed how it will move forward.
The foreign minister has previously said the government will take the task force's review into consideration when formulating a new policy, but that it also needs more consultation with the victims and related parties.
Tokyo has held firm in response, saying there is nothing wrong with the current agreement, and that they would not accept any changes.
They added that if Seoul keeps changing their stance, the South Korea-Japan bilateral relationship cannot be maintained.
Civic groups representing the victims, meanwhile, welcomed the results of the review, but they also stressed that there is still a long way to go for there to be justice.
