(2 Sep 1994) US and Cuban officials on Friday (2/9) discussed a proposal by
Washington to sharply expand Cuban immigration if Havana will halt
the unruly and dangerous exodus of refugees to Florida. Shortly
after the second day of talks began, a small scuffle broke out
between demonstrators protesting the US embargo against Cuba and
those opposed to the communist government of President Fidel
Castro.
