Kentucky State Sen. Morgan McGarvey (D-Louisville), the Minority Floor Leader, sought to reframe the debate as his senate colleagues addressed SB 120 to protect Historical Horse Racing: 'We've had historic horse racing for 10 years. We've not seen the problems that have been forecast.... We're not deciding whether we want historic horse racing in Kentucky. It's here. We're deciding whether we want to keep historic horse racing in KY and all the jobs and all the helping the industry that goes along with it. We have two signature industries in Kentucky... If we had a distillery in Kentucky looking to lose 1,400 jobs in the state because the court made decision that said needed legislative action, we'd be on this floor acting.... The fact is this has 1,400 jobs and it does help an industry thrive.'
