Check out the easy to follow steps on how to do this to your own Toyota 4Runner. You can find the lower valance online or you local Toyota dealership. Reps are also available but we don't know how good fitment is on those.
If you don't have a Dremel don't worry, you can use a knife with a new blade on it and the bumper should cut fairly easy.
